On June 30, 2025, the Department of Local Affairs (DOLA), through the Division of Local Government (DLG), published the Colorado Affordability and Displacement Mitigation Strategies Directory and the Displacement Mitigation Strategies Guidance: Regional Resources Study. DOLA would like to thank all who have provided feedback through various focus groups, conversations, and comments.
Affordability and Displacement Mitigation Strategies Directory
Recently-passed land use and housing laws direct DOLA to publish a variety of housing strategy menus for local governments working to comply with HB24-1313 (Housing in Transit-Oriented Communities) and SB24-174 (Sustainable Affordable Housing Assistance).
This directory further supports compliance with the requirements in each law for local governments adopting affordability and displacement mitigation strategies. It provides a summary of key strategy information, requirements, and timelines that each subject jurisdiction must meet.
The Colorado Affordability and Displacement Mitigation Strategies Directory is meant to build on the initial menus in statute and provide guidance to jurisdictions on selecting appropriate strategies. Communities are also welcome to include other proposed strategies outside of this menu that “offer a comparable impact on local housing affordability” (C.R.S 24-32-3706(1)(h), (2)(h), (4)(i)). Jurisdictions may also be eligible to submit strategies that are already in effect. The Directory includes details, examples, and resources for 16 affordability strategies and 11 displacement mitigation strategies.
Displacement Mitigation Strategies Guidance: Regional Resources Study
DOLA is also publishing the Displacement Mitigation Strategies Guidance: Regional Resources Study. This study is meant to help local governments designated as Transit-Oriented Communities, particularly smaller jurisdictions and those with less experience mitigating displacement and stabilizing vulnerable residents and businesses, to understand some of the local and regional resources that can support displacement mitigation efforts. This knowledge can help local governments select strategies that are both appropriate for their specific displacement risks and aligned with available resources so that these actions will be effective.
This study can also help residents and organizations interested in community stabilization and preventing displacement to understand what resources might be available in their communities and regions, identify opportunities for collaboration, and explore avenues to increase regional resources where needed.
The newly released directory and study add to the suite of displacement mitigation resources available on DOLA’s Housing Planning webpage. In addition, we anticipate publishing an updated version of the Displacement Risk Assessment Guidance in July of 2025 and will add it to the website.
