The Toolkit Aims to Boost Affordable Housing, Encourage Local Innovation, and Streamline ADU Law Compliance
The Colorado Department of Local Affairs (DOLA) will be presenting two webinars focused on affordability and displacement mitigation strategies.
These strategies are listed in HB24-1313 (Housing in Transit-Oriented Communities) and SB24-174 (Housing Action Plans). Jurisdictions subject to these laws must select multiple options from the affordability and displacement mitigation strategy menus, or create their own comparable strategies.

Senate Bill 24-174 requires DOLA to create two statewide reports: the Strategic Growth Report (due October 30, 2025) and the Natural Land and Agricultural Opportunities Report (due December 31, 2025). Thank you to everyone who has contributed feedback so far to help shape these important documents.
