A draft for Version 2 of DOLA's Displacement Risk Assessment Guidance is now available. DOLA encourages the public to provide comments or questions about the draft by Monday, July 7, 2025. Please submit comments through the Feedback Form.
The primary goal of a displacement risk assessment is to help local governments understand how to better identify who is at risk of displacement before it happens so they can incorporate strategies to prevent and mitigate displacement in the process of planning for community growth and change.
The displacement risk assessment is one of the six required outputs of regional and local Housing Needs Assessments described in SB24-174. Version 2 of DOLA's Displacement Risk Assessment Guidance develops further upon base guidance published by DOLA in December 2024. Both versions of the guidance are available on the Housing Plans webpage. Final Version 2 Guidance is anticipated to be posted on the DOLA website by July 31, 2025.
