The Toolkit Aims to Boost Affordable Housing, Encourage Local Innovation, and Streamline ADU Law Compliance
DOLA's Division of Local Government (DLG) recently released a new Accessory Dwelling Unit (ADU) Toolkit. This comprehensive resource empowers communities to create more affordable, equitable, and diverse housing options while also helping them comply with the ADU law (HB24-1152) enacted in 2024.
DOLA developed the Toolkit to serve as a clearinghouse for local governments researching or updating their current ADU regulations, programs, incentives, and homeowner assistance materials. The resource offers a variety of practical materials to streamline local implementation and reduce the need for staff to reinvent code or outreach materials and is designed to encourage innovation and flexibility that allow jurisdictions to adapt strategies to their unique local context.
The Toolkit is a central guide for local governments seeking certification from DOLA as an ADU Supportive Jurisdiction, which enables local governments, including those not subject to the ADU law, to access the Accessory Dwelling Unit Grant Program (ADUG). Certification also allows their residents to be eligible for funding opportunities sponsored by the Colorado Housing and Finance Authority (CHFA). To be certified, jurisdictions must demonstrate compliance with HB 24-1152 and implement one or more of the listed strategies that actively encourage ADU construction or conversion.
