The Colorado Department of Local Affairs (DOLA), through the Division of Local Government (DLG), announced awardees for the second funding cycle of the Housing Planning Grant Program. The program supports local governments and regional entities in developing actionable Housing Needs Assessments (HNAs), Housing Action Plans, and comprehensive plan elements, including water supply and strategic growth elements, compliant with the Sustainable Affordable Housing Assistance law (SB24-174 - C.R.S. §§ 24-32-3701 — 24-32-3711).
"The Housing Planning Grant Program helps local governments make thoughtful, data-informed decisions as they work to create more housing for Coloradans of every budget," said DOLA Executive Director, Maria De Cambra." Through this program, along with comprehensive technical assistance options, DOLA empowers communities to identify and analyze their unique housing needs, take action based on those needs, and implement flexible strategies for growth over time."
For the second round of funding, the Division awarded a total of $1,073,787 for 20 projects that support 39 local governments. The funding supports five new Housing Needs Assessments (HNA), 10 existing HNA revisions, eight new Housing Action Plans, six existing Housing Action Plan revisions, and three new strategic growth and water supply elements of comprehensive plans. Out of the 20 awarded projects, five were multi-jurisdictional, and nine projects included multiple components.
This round of projects included an innovative approach to Housing Needs Assessments from the Southwest Colorado Council of Governments (SWCCOG). SWCCOG plans to develop a standardized, automated housing needs assessment template to assist rural jurisdictions in complying with SB24-174. The HPLN funding will be paired with funds from the Colorado Housing and Finance Authority (CHFA) to automate the template and incorporate mapping, spatial analytics, and dynamic data linkages to enable jurisdictions to efficiently update their housing needs assessments.

The third round of the Housing Planning Grant (HPLN) Program will be open November 7 through December 3, 2025. Program guidelines, application materials, and other relevant information are available on the program website, and interested applicants should email Program Manager Ashley Basham to discuss their project.
