The Colorado Department of Local Affairs (DOLA) will open the third funding cycle of the Housing Planning Grant Program (HPLN) on Friday, November 7, and close applications on Wednesday, December 3, 2025, at 5:00 p.m. MST. HPLN provides grants to local governments and regional entities to help them develop actionable and SB24-174 compliant Housing Needs Assessments (HNAs), Housing Action Plans (HAPs), and strategic growth elements of comprehensive plans. Approximately $9,900,000 in grant funding is available for awards, and a minimum of 25% local match of the total project cost is required.
DOLA will host an informational webinar for round 3 on Thursday, November 13, 2025, at 1:00 p.m. MST.
Eligible entities include municipalities, counties, city and city-counties, councils of governments (COGs), regional planning commissions, and public entities formed by the voluntary agreements of local governments in a region.
