Full Transit Oriented Communities (TOC) Guidance Published
On February 28, 2025 DOLA published the Full TOC Law Guidance. This version expands upon the first two sections of guidance published in October of 2024. Previously, draft versions of most sections of the guidance were published for public comment. DOLA may update this guidance in the future, and will document any updates. Comments and questions are welcome by email or the form on DOLA’s Land Use and Housing webpage.
The guidance provides an explanation of the purpose of the law, a summary of the law’s major components, and more detailed interpretive guidance intended to assist practitioners with implementation of the law.The updated guidance document compiles the sections published to date, including the user guides for technical tools and other appendices.
Updated Housing Opportunity Goal Calculation Tool and Transit Center Calculation Model Published
DOLA has published updated versions of two important technical tools to support jurisdictions subject to HB24-1313. The Housing Opportunity Goal (HOG) Tool helps subject jurisdictions calculate their Housing Opportunity Goal (HOG). The Transit Center Calculation Model helps subject jurisdictions calculate the Net Housing Density and Zoning Capacity of their Transit Centers. Both of these tools are accompanied by supporting guidance, user guides, and shapefiles that can be found on DOLA’s Transit Oriented Communities webpage.
The guidance and tools were produced as a collaboration between DOLA's Community Development Office, Colorado Energy Office, and Colorado Department of Transportation.
