DOLA has released the final drafts of the Vital Landscapes and Resources Report and Planning Guide for local governments and regional entities. We are looking for final input on the Report and supporting resources.

The Report fulfills the requirements of Senate Bill 24-174 by identifying opportunities for interjuristical entities to connect to and preserve Colorado’s vital landscapes and resources. It includes an overview of two standalone resources that assist local governments and regional entities in integrating preservation and connectivity into planning efforts: a Planning Guide and Toolbox.

Please review the draft documents listed below and provide input using our feedback form (deadline: Friday, November 14, 2025).

Background

As part of Senate Bill 24-174, DOLA is developing the Vital Landscapes and Resources Report, which will fulfill DOLA’s mandate to prepare a “Natural Lands and Agricultural Interjurisdictional Opportunities Report” by December 31, 2025. The Report will be accompanied by a Planning Guide and Toolbox that will go to the General Assembly to document the process and a toolbox that provides additional details of tools used throughout the Planning Guide). Find more information on our Statewide Reports page. Thank you to everyone who has contributed feedback so far to help shape these important resources.

Please review the draft documents and provide input using our feedback form (deadline: Friday, November 14, 2025).
