Community Services Block Grant Balance of State NOFA

The Department of Local Affairs is seeking an organization to act as the recipient of Community Services Block Grant (CSBG) funding, or "eligible entity," for areas in Colorado which are currently unserved by a permanent eligible entity, as well as those which may be added in the future. This entity will be formally known as the "Balance of State" CSBG eligible entity. The Balance of State Eligible Entity will advance the federally-funded CSBG mission to alleviate the causes and conditions of poverty in communities.

Application Information

The application will be available to complete from Friday, March 22, 2024 to Friday, April 12, 2024.

In order to be considered eligible to apply, organizations must document the following in their application:

  • Organization's Mission and/ or Theory of Change is focused on addressing poverty in Colorado.
  • Experience with CSBG, clearly outlining how many years of experience the applicant organization has.
  • Knowledge of and certifications in Results-Oriented Management and Accountability (ROMA) principles and ability to train others regarding the same.
  • Experience incorporating input from low-income individuals and communities in developing Community Needs Assessment and Community Action Plans.
  • Training and Technical Assistance provided to organizations providing services and strategies for individuals and families with low incomes that alleviate the causes and conditions of poverty in communities.
  • Experience administering the monitoring process for CSBG compliance with all federal and state legislation, policies, and guidance.
  • Organizations must be able to document how their governing Board is compliant with Tripartite composition requirements as outlined in the CSBG Act, or how the governing Board will be reconfigured to become compliant.
  • Demonstrated ability to serve all areas listed to include: Eagle, San Miguel, Montrose, Ouray, Huerfano, Las Animas, Moffat, and Routt Counties, as well as all areas which may be selected at the state's discretion to join the Balance of State service area going forward.
