Draft versions of the Housing Action Plan Guide and the Affordability and Displacement Mitigation Strategies Directory are now available on DOLA’s Housing Planning webpage and on the Tools, Guidance, and Engagement webpage.
DOLA encourages the public to provide comments or questions about the drafts. Comments on the Housing Action Plan draft guidance documents are due by Friday, June 13, 2025 and by Tuesday, June 17th for the Affordability and Displacement Mitigation Strategies Directory. Submit comments through the Public Comment Form.
These documents were created per Senate Bill 24-174, which directs DOLA to provide guidance on new housing requirements in Colorado. SB24-174 requires that certain local governments create local Housing Action Plans (LHAPs) by January 1, 2028.
- Jurisdictions with more than 5,000 residents must create LHAPs.
- Jurisdictions with 1,000 to 5,000 residents must create an LHAP if they were part of a regional Housing Needs Assessment (HNA) or are a rural resort community.
HAPs and HNAs are intended to work in tandem as Colorado communities move from creating assessments to developing plans to implement affordable housing needs identified in the HNAs. SB 24-174 requires local HAPs to include at least two standard affordability strategies, one long-term affordability strategy, and one displacement mitigation strategy. Local governments can select from a menu of strategies or submit custom strategies. These strategies are detailed in the Draft Affordability and Displacement Mitigation Strategies Directory.
Final versions of the Housing Action Plan Guide and the Affordability and Displacement Mitigation Strategies Directory will be posted on the DOLA website no later than June 30, 2025.
