Tools, Guidance, and Engagement

DOLA Multilaw Applicability Web App

The DOLA Multilaw Applicability interactive map makes it easy to explore where each law takes effect—whether statewide or by jurisdiction. Dive into the details of five key laws and gain insights into how they shape local planning, development, and housing policy.

Stay informed, stay ahead—explore the map today.

This page will support stakeholder engagement as DOLA develops the tools, guidance, and resources required by these new laws.

While we are working to make this process and its results as transparent and public as possible, participation in the tool development process will be suitable for local governments working to comply with these new laws and interest groups explicitly identified in the laws.

Subject Jurisdiction Engagement Opportunities

Subject jurisdictions and listed interest groups are encouraged to register for our monthly implementation meetings, subscribe for updates, and submit comments and questions as new material is posted. Other interested persons or groups are encouraged to check back on this page to review progress and engage with new content that becomes available. DOLA hosts monthly multi-law implementation meetings on the fourth Friday of each month at 10:30 a.m. (registration link). We have held these meetings since August 2024. Slides and recordings for past meetings can be found below.

Tools and Resources

DOLA staff are committed to assisting local governments in understanding state land use and housing laws and providing technical assistance. Posted tools and resources are created using a process that prioritizes transparency and engagement. The process includes drafting guidance documents, maps, and other tools; promoting them at monthly webinars; posting them with comment forms; and then incorporating feedback into finalized versions. Focus groups, meetings, and technical working groups have also been utilized to inform this work. We want to thank all who have participated and continue to participate. Please check back on this page to review progress and engage with new content as we continue to develop tools and resources. Resources are listed below by law or topic.
