Regional Roundtables

Overview

The following guidance is preliminary and may be supplemented with additional detail at a later date. It is provided for informational purposes only and does not constitute legal advice.

HB25-1198 creates a 21-member Regional Planning Roundtable Commission in the Department of Local Affairs (DOLA) to assist local governments in addressing regional opportunities and challenges related to housing, land use, transportation, and environmental planning. The commission consists of representatives from local governments, state agencies, and individuals with expertise in affordable housing, climate and environmental issues, and tourism.

The new Commission is a “Type 2” entity under Colorado law, which means that it operates under the direction of DOLA to assist the Department in its mission. It is not authorized to make decisions independently that would then be binding on DOLA or local governments.

Legislation (HB 25-1198) implementation work is ongoing. Please check back regularly for updates.

The commission consists of 21 members appointed by the DOLA executive director as follows: 

  • One member representing the Colorado Municipal League, appointed by the Colorado Municipal League; 
  • One member representing Colorado Counties, Inc., appointed by Colorado Counties, Inc.; 
  • One member representing the Department of Agriculture, appointed by the Commissioner of Agriculture; 
  • One member representing Counties and Commissioners Acting Together, appointed by the executive director of Counties and Commissioners Acting Together; 
  • Three members representing community planning professionals, appointed by the executive director of the Department of Local Affairs; 
  • One member who is a Colorado resident representing an Indigenous community, and who is a member of a federally recognized tribe with historic ties to Colorado; 
  • One member representing the Department of Natural Resources, appointed by the executive director of the Department of Natural Resources; 
  • One member representing the Colorado Energy Office, appointed by the director of the Colorado Energy Office; 
  • One member representing the Colorado Department of Transportation, appointed by the executive director of the Colorado Department of Transportation; 
  • One member representing the Department of Local Affairs, appointed by the executive director of the Department of Local Affairs; 
  • One member representing the Special District Association of Colorado, appointed by the Special District Association of Colorado or the successor organization; 
  • One member with expertise in affordable housing, appointed by the executive director of the Department of Local Affairs; 
  • One member representing a Regional Council of Governments, appointed by the Regional Council of Governments selected for this purpose by the governor; 
  • One member with expertise in climate and environmental issues, appointed by the executive director of the Department of Public Health and Environment; 
  • One member with expertise in tourism, appointed by the Colorado Tourism Office; and 
  • Four members, each representing a distinct region of the state, each appointed by the executive director of the Department of Local Affairs. 

Members of the commission serve without compensation and without reimbursement for expenses.
 

After an initial organizational meeting to elect a chair and establish its procedures, the commission shall only meet when a local government requests assistance in addressing a regional opportunity or challenge. However, the commission cannot begin meeting until it has received enough funding through gifts, grants, and donations, to cover the costs of its operations.  

The Commission is not authorized to perform regional planning for different areas of the state by itself. When a local government requests assistance in addressing a regional opportunity or challenge, the commission shall define a region in which that opportunity or challenge may need to be addressed. It will then consider what local expertise is available to address the challenge or opportunity in that region, suggest who should serve on a regional roundtable to address it, and identify state resources available to assist in addressing the opportunity or challenge. 

Additionally, the commission may: 

  • Assist in the establishment of an integrated framework for planning considering the following topics, at a minimum: 
    • Natural environment systems; 
    • Development patterns; 
    • Housing and housing needs; 
    • Transportation; 
    • Sustainable infrastructure; 
    • Economic opportunity and employment; and 
    • Healthy communities
  • Hear presentations from and have discussions with relevant persons.

HB25-1098 does not require any Colorado local government to take any action, and does not prohibit it from taking any action. However, local governments should be aware that DOLA now has a legislatively approved mechanism to respond to local government requests for regional planning assistance by drawing on topic-specific expertise related to that region of the state.

"Commission" means the Regional Planning Roundtable Commission.

Key Dates

No later than September 30, 2025: Initial appointments to the commission 

On or before December 31 of the year after which the commission first meets, and on or before December 31 each year thereafter: The commission shall report to the Transportation, Housing, and Local Government Committee of the House of Representatives and the Local Government and Housing Committee of the Senate.
