The Community Development Office at the Department of Local Affairs’ Division of Local Government has been tasked with developing and administering several grant programs established by bills passed by the Colorado General Assembly.
These grant programs will support projects including, but not limited to housing needs assessments and action plans, pre-approved design plans and fee waivers for ADUs, and infrastructure associated with affordable housing developments in transit centers and neighborhood centers.
The Housing Planning Grant Program enacted by SB24-174 (§§ 24-32-3701 — 24-32-3711) provides grants to local governments and regional entities to develop SB24-174 compliant housing needs assessments (HNAs), housing action plans (LHAPs), and comprehensive plan elements. HPLN’s second round of funding is open from June 9th through July 11th, 2025.
The Accessory Dwelling Unit Grant (ADUG) Program enacted by HB24-1152 (§§ 29-35-101 - 29-35-105) provides grants to accessory dwelling unit (ADU) Supportive Jurisdictions for activities that promote the construction of ADUs. ADUG’s first round of funding will be open from August 1st through August 29th, 2025.
The Transit Oriented Communities Infrastructure Grant Program, enacted by HB24-1313 (C.R.S. §§ 29-35-201 — 29-34-210), offers state assistance to local governments for upgrading infrastructure and supporting regulated affordable housing in Transit Centers and Neighborhood Centers. The TOCI program guidelines are currently being developed and more information is expected to be made available in July. The TOCI pilot funding round is anticipated in Fall 2025.
