Transit Oriented Communities Infrastructure Grant Program
The Colorado Department of Local Affairs (DOLA), in partnership with Colorado Energy Office (CEO) and Colorado Department of Transportation (CDOT), with funding from HB24-1313 (C.R.S. §§ 29-35-201 — 29-35-210), will offer state assistance to local governments through the Transit Oriented Communities Infrastructure Grant Program (TOCI) for the purpose of upgrading infrastructure and supporting regulated affordable housing in Transit Centers and designated Neighborhood Centers within certified Transit-Oriented Communities.

- Potential applicants must schedule a pre-application meeting with the TOCI Program Manager and DOLA technical assistance team. This meeting aims to get feedback on the proposed project and funding eligibility before applying. Jurisdictions cannot access the application in the grants portal without this meeting.
- Notices of Awards are estimated for 2026.
- A second funding round will be held in 2027.
- Grant funds must support municipal, county, and multijurisdictional upgrades to infrastructure and support of regulated affordable housing in Transit Centers and Neighborhood Centers. Eligible activities include:
- On-site infrastructure for affordable housing, including regulated affordable housing, within a Transit Center or Neighborhood Center;
- Public infrastructure projects that are within, or that primarily benefit, a Transit Center or Neighborhood Center;
- Public infrastructure projects that benefit affordable housing, including regulated affordable housing, in a Transit Center or Neighborhood Center;
- Activities related to determining where and how best to improve infrastructure to support a Transit Center or Neighborhood Center;
- Infrastructure project delivery, planning, and community engagement; and
- Activities contracted by an area agency on aging as defined by HB24-1313, to a transit-oriented community to provide services within, or that benefit, Transit Centers and Neighborhood Centers, and that further the goals of HB24-1313.
- Awards cannot cover administrative expenses (e.g., existing staff, operating, or indirect costs).
- Following a pre-application meeting, jurisdictions will be allowed to submit applications through the Division of Local Government Online Grants Portal per the Notice of Funding Available (NOFA).
- Eligible entities include municipalities, counties, cities, and city-counties certified by DOLA as Transit Oriented Communities.
- Local governments must be in compliance with all laws and provisions governing their operations, including but not limited to budgets, elections, and audits, before receiving an award.
- Approximately $15 million is available for the pilot round of the TOCI grant program.
- Funding is appropriated from state funding sources.
- A second funding round will be scheduled for 2027.
- Additional funding for this program is not guaranteed.

Initial Interest
Potential applicants may indicate their interest by emailing the TOCI Program Manager, Ashley Basham, to schedule a pre-application meeting or completing the 3-minute interest survey. At the pre-application meeting, the Program Manager will speak with the prospective applicants about their proposed project, offer feedback, and discuss funding eligibility. This meeting is required to apply for the grant.
