Updates

Executive Order D 2025 011

On August 13, 2025, Governor Polis released Executive Order (EO) D 2025 011, which updates and supplements EO D 2025 005 (May 16, 2025). This new EO, identifies 34 applicable funding opportunities across multiple agencies, including DOLA. Compliance with laws identified in the Executive Order will be a factor in scoring and grant prioritization, not a condition for eligibility or withholding of funds. The order does not impact existing grants or those with application processes beginning before the October 6, 2025, effective date. 

By October 6, 2025, DOLA will list the compliance status of jurisdictions subject to the applicable laws, with quarterly updates thereafter. The original statutory compliance deadlines remain the same. Local governments subject to deadlines beyond October 6 are designated "N/A Deadline Not Passed" until their respective statutory deadlines.

Updated Eligibility Guidance for the Transit Oriented Communities Infrastructure Grant (TOCI)

DOLA has updated eligibility requirements for the Transit Oriented Communities Infrastructure Grant (TOCI), anticipated to open this fall.  Based upon a closer reading of HB24-1313 (C.R.S. 29-35-210(6))  and with legal guidance, Neighborhood Centers in jurisdictions that are NOT subject to HB24-1313 (Transit Oriented Communities) are NOT eligible to receive TOC Infrastructure grant funding.

This updated guidance only applies to the TOC Infrastructure grant program created by HB24-1313. It does not impact SB24-174, which requires several state agencies to consider Neighborhood Centers in grant programs and funding prioritization.

The Accessory Dwelling Unit Grant (ADUG) Program’s Application Deadline was Extended

The application deadline for the ADUG program was extended from August 29th to October 3rd to accommodate the ADU Supportive Jurisdiction Certification process. If your local government was intending on applying for funds, please note that an application for funds must include DOLA certification. If you have questions about the process to become a Certified ADU Supportive Jurisdiction, please let DOLA staff know. 

Opportunity to Serve on the Regional Planning Roundtable Commission

Are you an experienced planner or a leader in your region of Colorado? Do you have a desire to support local governments by helping to bring people and resources together to address challenges and opportunities through regional collaboration? You may be interested in volunteering to serve on the 21-member Regional Planning Roundtable Commission created by HB25-1198 in the Department of Local Affairs (DOLA)! Announcing Neighborhood Centers Guidance and Pilot Designation Opportunity!

On June 30, DOLA published Version 1 of our Guidance for Neighborhood Centers and announced a Pilot Designation Opportunity. As identified in SB24-174 and HB24-1313, Neighborhood Centers are voluntarily designated by local governments in areas that meet criteria established by DOLA, as outlined in the newly published Criteria and Guidance. 

The Pilot Designation Round will be an opportunity for communities to participate in assisting the State in refining Neighborhood Center criteria so that the criteria is responsive to local and regional contexts. This will also be an opportunity to achieve early designation of Neighborhood Centers for upcoming grant funding rounds as early as October 2025. 

DOLA seeks approximately 9-12 jurisdictions with Existing Neighborhood Centers (see Guidance for more details) that are interested in participating in an initial round where the Neighborhood Center program will be piloted. This Pilot Designation Round of Neighborhood Centers will run July 7, 2025 through October 31, 2025. Complete this brief form to kick off the process.
